The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) hosted a webinar on Thursday, focusing on the digital submission of professional certificates for real estate projects. The event, titled “Digital Submission of Professional Certificates Along with QPR”, was aimed at promoters, architects, engineers, and chartered accountants.
The session outlined the transition from uploading Architect (REG-1), Engineer (REG-2), and Chartered Accountant (REG-3) certificates as separate PDFs to filing them as structured digital forms alongside the Quarterly Progress Report (QPR). This change is part of the migration to the UP-RERA 2.0 Portal.
Under the new process, a promoter enters the quarter’s achievement details, uploads supporting media, and selects “Initiate Digital Submission of Certificates” on the QPR screen. The system then generates an email with a web-link and instructions for the promoter to share with project professionals. The certificates are filed sequentially through this link, with core details auto-filling across all three forms and each certified using a Digital Signature Certificate (DSC).

UP-RERA emphasized the importance of consistency in figures across digital certificates to avoid delays. Architects must ensure activity dates and Table B details align with previous filings, engineers must match estimated costs with REG-1, and chartered accountants must cross-check figures against the engineer’s certificate and books of account. Architects were also reminded to certify progress based on physical site inspections rather than supplied data alone.
The shift from scanned PDF uploads to structured data aims to improve real-time monitoring of project progress and fund utilization, reduce filing inconsistencies, and enhance transparency to protect homebuyer interests. Support is available through the UP-RERA helpdesk.
The webinar was convened by a regulatory consultant and attended by key officials, including Sanjay Bhoosreddy, Chairman; Mahendra Verma, Secretary; and other representatives from UP-RERA and AD Systems.
